Oregon Sports Betting Summary
Sports betting in Oregon was free to launch full-scale as soon as the Professional and Amateur Sports Protection Act of 1992 (PASPA) was struck down by the Supreme Court in 2018. This is because OR was previously one of four states to have been excluded from PASPA. While most US states had been prohibited from offering sports betting, people in Oregon, Delaware, and Montana could place parlays by playing the Sports Action game at lottery retailers, while sportsbooks were allowed to thrive in Nevada. HB 3466 shut down Sports Action, but exclusion from sports betting restrictions meant Oregon didn’t need to pass any new legislation to legalize sports betting when the PASPA era ended.
The Oregon Lottery launched its own Oregon Lottery Scoreboard sports betting site in October 2019. However, DraftKings replaced Scoreboard as the exclusive state-wide online sportsbook from 2022. As for in-person sports betting, the only retail sportsbooks in the Beaver State have launched at tribal land-based casinos. These casinos operate under a different authority from the rest of Oregon, but they allow you to wager legally on your favorite sports. Carry on reading our complete guide to learn everything you need to know about legal sports betting in Oregon.
Oregon Online Sportsbook Summary
The Oregon Lottery was originally the online sports betting provider in Oregon, going live with its Oregon Lottery Scoreboard app in partnership with SBTech in October 2019. However, DraftKings purchased SBTech in December 2019. In 2022, DraftKings signed a partnership with the Oregon Lottery to take over from Scoreboard. The partnership makes DraftKings the only online OR sportsbook available across the entire state, with BetMGM limited to use on the property of Spirit Mountain Casino. But you’ll be happy to hear DraftKings is available statewide and is one of the best sportsbooks in the US.
We’ve taken a thorough look at DraftKings to uncover what the bookmaker offers bettors in Oregon:
Mobile App
DraftKings is one of the best betting apps in the US. Available on Android and Apple devices, it’s easy to use and navigation is a breeze. You get access to everything DraftKings offers on its desktop site, including a wide range of markets, customer support, and cashier service. The mobile app also has excellent exclusive features, including live streaming and mobile notifications.
Welcome Bonus
You’ll love DraftKings’ welcome bonus, which offers new bettors up to $1,000 in bonus funds. The sportsbook rewards you with bonus funds equal to 20% of your first deposit up to $5,000. You can use these bonus funds to wager on sports as you would with real money. However, remember to keep an eye on the 25x wagering requirements you must meet before making a withdrawal.
Competitive Odds
DraftKings offers you the same great betting odds in Oregon as the sportsbook provides to bettors in other US states. These odds are competitive with the top operators in the US and the sportsbook even offers particularly generous odds on favorites compared to other bookmakers like FanDuel. Watch out for DraftKings' generous golf betting lines, especially on the PGA Tour, which the sportsbook has been the official betting partner of since July 2020.
Market Coverage
Oregon sports betting regulations dictate what sports markets DraftKings can offer you. The sportsbook has betting lines for every legal betting sport in OR. DraftKings is an official partner of the NBA and NFL and offers exclusive betting markets and promotions for Oregon players. Oregon also allows eSports betting on particular events which can also be found on DraftKings. There are markets for other sports covered on DraftKings too, such as MMA fights, including the UFC and PFL.
Suitability for Beginner Bettors
DraftKings is a betting site perfect for first-time bettors and experienced sharps alike. The sportsbook’s menus keep things simple, only showing spreads, totals, and moneylines until you click on a particular market. Navigation between markets is also easy, with lots of different options from leagues to teams showcased on the left-hand menu. You can find a variety of guides to reading odds, different bet types, and different sports under the 'How To Bet' tab.
Payout Speed
DraftKings payout speeds are fast, with most withdrawals processed within a couple of days. Compared to other sportsbooks, the wire withdrawal times of 24-48 hours are pretty speedy. However, PayPal withdrawals are a little slow at 3-5 days. The withdrawal process is easy, though, and most transactions will hit your account quicker than promised.
How to Place a Bet in Oregon
With DraftKings taking over from the Oregon Lottery Scoreboard app as the exclusive online OR sportsbook, sports fans in the Beaver State may want to try out sports betting for the first time.
Follow our step-by-step guide below to register with DraftKings and start betting in minutes:
Visit DraftKings via the link at the top of this page or head to the Oregon Lottery’s official site and follow the link to its partner sportsbook.
You can download the DraftKings app for Android directly from the site. Alternatively, follow the links to download it from the Google Play Store or the Apple version from the App Store. If you plan to bet on your mobile device, go to your device’s settings and give the DraftKings app permission to detect your location. You will not be able to place bets if the app cannot verify that you are within Oregon state borders.
To create an account, provide the sportsbook with your full name, email, address, date of birth, phone number, and last four digits of your Social Security number. You will also need to create a password for your account.
Visit the sportsbook’s cashier section to make your first deposit. Select a payment method and deposit amount, then follow the instructions to fund your account. Your first deposit over $5 with an eligible payment method will give you bonus funds equal to 20% of that deposit.
Take a look at the sportsbook’s markets to find your first wager. Add the market to your bet slip, choose your stake, and place the bet.
DraftKings needs you to verify your identity before you can withdraw winnings. Email or upload copies of your photo ID, proof of address, and any other requested documents.
If your bet is successful, revisit the cashier section and follow the instructions to withdraw your winnings.
Banking Methods Available in Oregon
DraftKings partners with Play+, so you can use the prepaid card to make deposits and withdrawals. Direct online bank transfers are also available to fund your account and withdraw winnings. Some banks may block transactions to sportsbooks, so check your bank’s policy. Popular e-wallet PayPal is accepted and lets you make quick withdrawals, or you can use wire transfers for secure payments. You can even request a check of your winnings sent to you by mail. DraftKings sportsbook accepts deposits with Visa and Mastercard, but you can’t cash out using these methods.
Who is Eligible to Bet in OR?
You must be at least 21 years old and within the state’s borders to place legal bets in Oregon. While you don’t have to be a resident, you must be physically present in an eligible part of the state. You cannot use DraftKings while on tribal land as it breaches tribal compacts. In addition, there are some jobs and positions which prevent people from betting, including:

Oregon Sports Betting Background
The Oregon Lottery was launched in 1985 following a vote in the 1984 general election. The state lottery launched the controversial parlay betting game Sports Action at its retailers. The wording of PASPA meant Oregon was able to continue operating Sports Action until HB 3466 banned this specific lottery game. When PASPA fell in 2018, the Oregon Lottery stated its wagering laws from operating Score Action were sufficient to launch sports betting in the state.
Future of Oregon Sports Betting
Some Oregon lawmakers are looking to end the Oregon Lottery’s monopoly on online sports betting. Gov. Brown introduced HB 2127 during the 2021 legislative session to allow the Oregon Racing Commission to regulate sports betting. The House Committee is currently reviewing the bill. If it passes, it will enable more commercial sportsbooks to launch in the Beaver State.

In non-tribal parts of Oregon, these bets are illegal. Outside of the sportsbook, you can find the casino’s golf resort, fitness center, and Games Galore Arcade. You can also dine at one of its eight restaurants, including its Aces Sports Bar & Grill.

Oregon Lottery Locations
The Oregon Lottery is responsible for commercial sports betting in the state and partnered with DraftKings in January 2022. Currently, the Oregon Lottery does not allow lottery retailers to provide sports bets. The Lottery used to offer its own retail sports betting game, Sports Action, which allowed players to place parlay bets, but HB 3466 shut this down in 2005.
Off-Track and Stadium Betting Locations
Oregon has been home to horse racing for a long time, with Portland Meadows the first horse racing track to provide night-time races in the US. There are 11 off-track betting locations where you can place pari-mutuel wagers on horse races while enjoying drinks and food. The Oregon Lottery has only launched an online sports betting platform for horse racing, with all retail sportsbooks handled by tribal authorities. You won’t find any sportsbooks in OR’s sports stadiums because of this.

How Does Oregon Compare to Other States?
Market Coverage
Oregon sports betting regulations allow you to bet on most professional sports, including major leagues like the NFL, NBA, and NHL. While there is only one sportsbook available in Oregon, DraftKings covers a wide range of sports including MMA and Aussie Rules. Every sport offered lines up with Oregon Lottery regulations. However, college sports betting is currently prohibited with online sportsbooks to protect young athletes from the pressure of the sports betting industry. Oregon's gambling laws are some of the strictest in the US when it comes to college sports betting. This is in contrast to Michigan where you can bet on college sports online and at retail sportsbooks.
Competitive Odds & Prices
DraftKings is one of the biggest sports betting operators in the US and is available in 17 states. Looking at its Oregon odds compared to those it offers elsewhere in the US, we couldn’t find any difference. DraftKings betting lines are very competitive and can often be the best on the market. Retail sportsbooks also offer betting lines that match up with the most generous sportsbooks in the US. This is particularly true at Spirit Mountain Casino, where the sportsbook is operated by BetMGM, one of the biggest operators across the country.
Gambling Revenue
Oregon has the lowest sportsbook tax across the US at only 2.3%. Unlike other states, the Beaver State does not release the official state revenue it collects every month. Therefore we can’t see how much of the state’s total betting handle of $756,620,575, as of May 2022, had been collected in tax. In addition, Oregon does not include the sports betting handle of retail sportsbooks in these numbers because all retail sportsbooks are on tribal land. The Oregon Lottery does not have access to the betting handle numbers of these authorities.
Betting Taxes
According to the Internal Revenue Code, every sportsbook in the US must pay an excise tax of 0.25% of its total sports betting handle. Sportsbooks must also pay $50 for every employee involved in taking wagers.
When filling out your IRS tax forms, you must declare all your sports betting winnings. If you win more than $600, you will need to add this amount to your W-2G form. In addition to this federal tax, the Oregon Lottery will hold 8% of your profit for a win of $1,500 or greater as state tax. Your sportsbook can hold up to 24% for any win over $5,000.
Who Oversees Sports Betting in Oregon?
The Oregon Lottery oversees all commercial sports betting in the Beaver State. The Lottery also licenses casino products in age-restricted establishments. Until recently, the Oregon Lottery operated the state’s only sportsbook app but now has a partnership with DraftKings. Part of this body’s responsibility is to ensure the safety of DraftKing’s sportsbook. In addition, the Lottery oversees all sports betting regulations and enforces responsible gambling measures on DraftKings.
While the Oregon Lottery also oversees retail sports betting, there are no commercial retail sportsbooks in the Beaver State. Three tribal casinos provide retail sportsbooks, which are permitted through tribal compacts. Player safety, fairness, and responsible gambling for these facilities all fall into the jurisdiction of the tribal authorities.
